New youth enterprise regulations come into force in Malta
The Malta Business Registry has launched the Companies Act (Youth Enterprise) Regulations, offering a dedicated legal framework for young entrepreneurs.
A dedicated legal framework for youth enterprises is now in effect. The Companies Act (Youth Enterprise) Regulations, 2026, entered into force on 12th March 2026 through Legal Notice 56 of 2026.
The Malta Business Registry, under Registrar and CEO Dr Geraldine Spiteri Lucas, is administering the new rules. A set of User Guidelines has also been published to help youth enterprises, their members, mentors, and other stakeholders navigate the provisions.
The guidelines are designed to be read alongside the legal notice itself. They clarify the process and expectations for companies operating under this new category.
Youth enterprises must now submit all relevant forms through the BAROS portal at baros.mbr.mt. The portal is the designated online channel for compliance filings under the regulations.
The new regime signals a formal push to encourage entrepreneurial activity among younger demographics. By creating a distinct regulatory track, the government aims to lower the administrative barrier for youth-led businesses.
For Malta's business community, this means a new class of registered entities with specific governance and reporting requirements. Accountants, company secretaries, and mentors will need to familiarise themselves with the framework to advise clients correctly.
