Green bonds deliver profit and pipeline upgrades for Malta's water network

Clearflowplus posts €363,000 profit as €25m green bond funds upgrade water infrastructure across Malta and Gozo.
Clearflowplus p.l.c., the company set up in 2023 to channel Malta’s first Green Bonds into water and wastewater projects, has posted a profit of €363,000 for the first half of 2026.
Revenue reached €1.78 million over the period, according to results published by the company.
The figures reflect three years of channelling bond proceeds into tangible infrastructure work. The Water Services Corporation has now completed eight major projects across Malta and Gozo using Green Bond funds, focusing on upgrading the distribution network and cutting water losses.
Of the €25 million raised through the bond issue, almost €17.8 million has been disbursed, or 71% of the total.
Clearflowplus also met its obligations to bondholders, making an interest payment of more than €1 million on 25 August 2026.
Chairman Karl Cilia said the results show that green investment in Malta’s water infrastructure is delivering measurable progress. He added that the company remains committed to using the bonds responsibly and to giving the public a clear view of how every euro is being put to work.
Energy Minister Miriam Dalli reaffirmed the government’s backing for green investment in the water sector, stressing the need to keep infrastructure serving residents and businesses while protecting environmental resources.
Clearflowplus has launched an online project tracker at www.clearflowplus.com/bi, allowing the public to follow the status of each funded project in real time.
For Malta’s business community, the model offers a rare example of a dedicated bond vehicle financing public utility upgrades while generating a return. With 71% of the capital already deployed and further projects in the pipeline, the structure could serve as a template for other infrastructure investments on the island.
