Developers Welcome €6.5m Housing Package as Property Market Shifts

The MDA backs new government housing measures with €6.5m annual investment, targeting 900 families and boosting rental supply and home ownership.
The Malta Development Association has given its backing to a strengthened package of government housing schemes, calling the moves a constructive intervention in the country’s affordability challenge.
The measures involve an annual investment of €6.5 million and are expected to support more than 900 families and individuals.
Revisions touch three existing schemes: the Housing Benefit Scheme, the Equity Sharing Scheme, and the “Nikru Biex Nassistu” initiative. Eligibility criteria have been widened, and financial support increased, with a particular focus on young people and separated individuals.
The updated rental rates under the Nikru Biex Nassistu scheme are designed to draw more property owners into the social accommodation market. That change could increase the supply of available rental units while offering tenants greater stability.
The Housing Benefit Scheme now also covers separated persons aged 55 and over, with higher income thresholds and benefit caps. The MDA described this as a meaningful step toward easing real-life financial pressures on that demographic.
On the ownership side, enhancements to the Equity Sharing Scheme aim to help younger buyers and those unable to secure traditional financing. The MDA said this would enable more people to enter the property market in a sustainable manner.
The association stated that well-designed measures make a real difference in day-to-day lives, easing pressure on families whether they are renting or taking a first step onto the property ladder.
For the property development sector, the package signals a deliberate policy push toward affordability and supply expansion. Developers may see new opportunities in the social rental segment, while first-time buyer demand could be stimulated by the equity sharing changes.
The MDA reaffirmed its commitment to working constructively with policymakers and stakeholders on balanced, effective and sustainable housing solutions. The market will now watch how quickly the revised schemes translate into actual transactions and rental listings.
